Summary
Some practical issues of applying «The procedure of estimating the damage to water bodies resulted from the violation of the Water Law» related to the procedure of receiving the evidentiary basis are considered. The cases of violation of the related legislation including the regulating procedures attributable to bringing suits and filing claims for the actual damage are noted. Case studies of insufficient attention paid by the water users to the introduction of permissible discharge regulations that result in formalistic validation of damage estimations as well as to the problem of joint sampling and comparing the analytical results are discussed.

Estimating the extent and compensation of damage in case of underground water pollution
Summary
The description of underground water quality reclamation concept is presented that involves pumping out and treatment of polluted water either on the surface or directly in place. The issues of the damage compensation to the water users in case of a negative impact on water intakes and water bodies are considered. The estimation of the underground water quality reclamation on the basis of the pilot studies results is given. The procedure can be used in domestic practice for the estimation of the pollution damage and compensatory payments.

The procedure of arbitration water control
Summary
Measurement errors cause unavoidable differences between the actual and measured values of the investigated water parameters; from whence it is not possible to guarantee different laboratories, e.g. industrial and public water control, getting identical results. The procedure of evaluating and comparing the risks of getting false water quality reports by the two independent parties is suggested. On the basis of the procedure a method of resolving arbitration cases was developed provided the measurement results being compatible. Possible accounting for non-compatible results is considered including the use of reserve samples of the investigated water, standard samples or reference laboratories. Complete elimination of arbitration cases requires carrying out quality control by a single party concerned. It is shown that in this case the proper control is ensured on condition that «the principle of distributed priorities» is applied.

Industrial-scale tests of an injection aeration system at the Velizhan water deironing plant in Tyumen
Summary
Tsurumi submersible jet injectors were suggested for the installation in the channels of the rapid filters of the first process line at the Velizhan water deironing plant operated by Tyumen Vodokanal JSC; for the second process line it was recommended to dismantle the polyethylene pipe aeration system in the deaerator-degasifier and to replace the air blower with advanced economically efficient submersible impeller aerators. The engineering solutions were proved by the industrial-scale tests carried out on-site. The results of the water quality analyses before and after retrofitting the advanced aeration system are presented. The approximate evaluation of the power efficiency and cost saving when using submersible impeller and jet aerators is given.

The experience of UV equipment operation at the Lyubertsy Wastewater Treatment Facilities in Moscow
Summary
The experience of the ultraviolet equipment operation for effluent disinfection at the Lyubersty wastewater treatment facilities in Moscow is presented. The modular design of UV equipment provided for establishing large-scale facilities with minimum footprint for UV-disinfection of municipal effluents (1–3 million m3/day capacity and higher). The high performance is ensured by the unique UV-modules with specially designed superpower bactericidal low pressure lamps supplemented by numerous systems of monitoring, control and energy saving. Equipping the entire wastewater treatment facilities with UV disinfection modules will ensure significant improvement of the environmental and sanitation-and-epidemiological conditions of the Moskva and Pekhorka Rivers.

Intensification of low-turbidity color water treatment in a sludge blanket clarifier (part 2)
Summary
The specific features of high color low turbidity water treatment in clarifiers with a sludge blanket during representative time periods with low temperatures and water alkalinity are considered by the example of the Vologda water treatment facilities. The advanced methods of water treatment process enhancement in a sludge blanket are covered. The results of studying a «clarifier-filter with floating media» combined system are presented. The implementation of the proposed measures at the existing water treatment facilities of the Northwest regions, Siberia and Far East will provide for the efficient operation of the clarifiers.

Introduction of energy saving measures in Krasnodar Vodokanal
Summary
The aspects of efficient energy consumption by water and wastewater utilities are of primary importance. In order to reduce the energy consumption constituent of the production costs certain energy saving measures are introduced aiming to the development and improvement of the process technologies, upgrade of equipment and controls. This approach is provided by the development of market relations, deficiency of energy resources and, consequently, by the energy price increase. The energy consumption pattern of an enterprise is determined by the type of products manufactured or services rendered. The principle procedure of an energy audit of the pumping stations operated by Kransnodar Vodokanal; the basic technical solutions on the water supply upgrade are presented alongside with the comparison of the calculated and actual cost savings resulted from the introduction of the energy saving measures.
