Concept of the development and upgrade of the Samara water supply and wastewater disposal systems
Summary
The information on laying down the concept of the development and upgrade of the water supply and wastewater disposal systems of Samara urban district for 2018–2047 by Academy of Civil Engineering and Architecture in cooperation with the experts from «Samarskie Kommunal’nye Sistemy» LLC is presented. In the process of the concept development water supply and wastewater disposal balance flow-sheets by engineering districts were compiled alongside with the inventory of the major operating facilities of the water supply and wastewater systems, water mains and sewers that are subject to technical upgrade. The analysis of the capacity reserves of the water supply and wastewater disposal systems with the purpose of supplying water to the communities located near the boundaries of Samara urban district was carried out on the basis of the current dynamics of the total and net water supply for the past 7 years. Herewith newly-annexed perspective building sites, load distribution among the facilities, the efficiency of wash water reuse were taken into account. Measures on reducing energy consumption by the water and wastewater utilities and increasing the efficiency of the wastewater treatment facilities were developed. Possible full automation of the pumping station and water treatment plant of, the use of the Aeroport-2 settlement water treatment plant for tertiary treatment of water supplied from pumping-filtration station-2 (PFS-2); the use of filtration plants of the municipal pumping-filtration station and pumping-filtration station-3 (PFS-3) for tertiary treatment of water transported from PFS-1 and PFS-2, booster pumping stations of municipal pumping-filtration station and PFS-3 are considered.

Modernization of Chemical Workshop of the Pumping-Filter Station of Samara Using the Powdered Carbon Sorbent
Summary
Modernization of the chemical workshop carried out at one of unit of the pumping-filter station of Samara with 360 thousand m3/day output has made it possible to improve the reliability of water treatment. The flow chart includes the primary chlorination, dosing of powdery activated carbon into influent water, coagulant addition before the mixer, flocculant addition at the passage of water from the mixer, clarification in horizontal settling tanks, filtration in rapid filters, secondary chlorination. The use of powdered activated carbon in the water treatment scheme ensures the quality of potable water corresponding to specified requirements.

Certain Issues of Safety of Potable Water Supply
SUMMARY
Issues of the safety of potable water supply for population using the surface and ground water are considered. Draft Federal Laws On Potable Water and Potable Water Supply and On Safety of Water Supply give preference to ground water and if a surface source is used it is recommended to organize an additional, reserve water intake of ground water in case of emergency situations. In perspective, a part of ground water used for water supply will reach 50% all over the country. But in many cities having the reserve water sources the problems concerning the influence of changeable water quality on human health are not solved.

On the introduction of new sanitary and epidemiological requirements for drinking water supply
Summary
The main source of water supply for the urban district of Samara is the Saratov reservoir. The municipal water treatment facilities were built according to the standard design and intended for clarification and disinfection of moderately polluted water. In recent years, a sharp decrease in the concentration of suspended solids and an increase in the concentration of organic pollutants (mainly of natural origin) have been observed in the water of the source. At low water temperature, high color indices and permanganate index, the need arises for continuous monitoring the optimal doses of chemicals in order to prevent the formation of residual aluminum in the purified water and permanganate index exceeding the MPC values in accordance with SanPiN 2.1.4.1074-01. By Decree of the RF Chief Sanitary Officer No. 3 of January 28, 2021, new sanitary rules and regulations have been approved and effective in the Russian Federation since March 1, 2021: SanPiN 2.1.3684-21 and SanPiN 1.2.3685-21 that require a more stringent approach to the quality of the purified water. The validity period of the current SanPiNs is until March 1, 2027; however, they do not provide for a transitional period for the operators of water supply and wastewater disposal systems that have to arrange and conduct epidemiological (preventive) measures to ensure drinking and domestic water supply meeting the requirements of SanPiN 2.1.3684-21 and SanPiN 1.2.3685-21. The water treatment facilities in Samara in the transition period need upgrade, and some of them need reconstruction. To carry out the research specified in the regulatory documents, updating the equipment of production laboratories and expanding the scope of their accreditation are needed. Equipping accredited laboratories with advanced means of comprehensive monitoring of drinking water quality will improve the efficiency and reliability of the analysis results.

Evaluating the efficiency of hollow fiber membrane use in wash water treatment
Summary
Urban development dictates the necessity of increasing the output of water treatment facilities which requires the maximum operation of all the pumping filtration stations. In this respect reusing treated wash water for utility and drinking purposes will provide for eliminating water shortage and reducing environmental pressure on water bodies. The task of increasing the capacity of pumping filtration station No. 2 in Samara is very urgent. River water purification is carried out following the single-stage scheme in contact clarifiers. In view of the specific features of the clarification process such scheme does not allow increasing the station capacity by optimization of filtering media selection. The use of baromembrane processes – microfiltration and ultrafiltration – can be an alternative that will provide for the sustainable parameters of the treatment quality. These methods find fairly wide use in river water treatment at small-scale facilities either as independent processes or as part of comprehensive process solutions. The process of wash water of pumping filtration station No. 2 purification that operated according to the single-stage flow scheme with the use of hollow fiber membrane was studied. The main trends and possibilities of retrofitting the new process flow scheme were considered. The results of preliminary testing a pilot unit on the basis of the hollow fiber membrane element are given. The evaluation of the received filtrate quality proves its possible use for utility and drinking purposes. The membrane unit concentrate in significantly less amount can be discharged to the wastewater treatment facilities or processed to separate and dewater the sludge.

Filter wash water reuse
Summary
The technology of filter wash water reuse in the technological process at the main facilities of a filtration pumping station in Otradnyi town, Samara Area, is suggested. The basic characteristics of natural and wash water have been determined; the required parameters of the wash water clarification facilities have been calculated. The experimental results and calculations showed the possibility of using horizontal sedimentation tanks taken out of operation for wash water clarification with the purpose of its reuse. Basing on the experimental results the relationship between wash water and river flow rates prior to supplying to the mixing tank was stated. The basic operational characteristics of the facilities for wash water treatment have been determined. At present detailed engineering of reusing wash water at the filtration pumping station of Otradnyi town is underway. The suggested process solution will provide for solving the important environmental protection task – to eliminate the discharge of wash water and sludge generated at the filtration pumping station into the Liman Lake and to protect the lake from silting.

Preparation of high quality water in the city of Novosibirsk
Summary
The current concept of water treatment is based on the simultaneous sustainable use of several methods, technologies and technical solutions that provide for the high water quality and multibarrier protection. Such approach is implemented at the filtration pumping stations operated by «Gorvodokanal» of Novosibirsk, MUE. Water treatment is carried out following the traditional flow scheme: horizontal settling tanks and rapid filters with chlorine disinfection. Lately the water treatment technology has been improved according to the new regulatory requirements and on the basis of the conducted research. The stages of improving water treatment technologies at the filtration pumping stations operated by «Gorvodokanal» of Novosibirsk, MUE are described. The availability of several technologies and technical solutions focused on ensuring the epidemiological safety and high water quality in the process flow scheme not only makes this scheme exclusively sustainable and versatile but also minimizes the drawbacks typical for each of the methods. The introduction of the described technologies and technical solutions provided for achieving the maximum efficiency of water treatment, optimizing the operation expenses, reducing the negative by-effects and ensuring high drinking water quality. In case of emergency (in case of water source pollution) the availability of several technologies will help to reduce the risks of water quality deterioration at the treatment facilities.

Designing and Construction of UV-Disinfection Stations at Objects of ME Samaravodokanal
Summary
Advantages of the UV-disinfection technology of natural and waste water in comparison with chlorination and ozonation are considered. According to the results of technological research and experimental-industrial tests it is established that the application of UV-irradiation at the stage of primary disinfection will make it possible to create conditions for the adjustment of the flow chart of chlorination with the decrease of the doses of chlorine used. Specialists of ME Samaravodokanal in cooperation with employees of the Water Supply and Wastewater Disposal Chair of the Samara State University of Architecture and Civil Engineering and Scientific-Production Company EKOS Ltd. have developed the project documentation for construction of UV-disinfection stations at two largest objects of water supply and wastewater disposal of Samara, pumping-filter stations.

Economic Efficiency of the Use of Coagulant at the Pumping-Filter Station of the City of Samara
Summary
Results of the research in using the coagulant of aluminium polyoxychloride at the pumping-filter station № 1 of the city of Samara are presented. The technical and economic performance of the pumping-filter station № 1 are enhanced, working conditions are improved, amortization, energetic and other costs are reduced due to of simplification of chemical dosing workshop, release of equipment and mechanisms. In 2010 the general costs for chemicals were cut down by 16%. The combined scheme of water treatment with the use of aluminum sulfate and aluminum polyoxychloride enhances the stability of the treatment process of low-turbid water of the Saratov Reservoir.
