Instrumental monitoring of water and sewage networks construction in Moscow
Summary
In order to improve the operation reliability in 2005 Technical Diagnostics Centre of MPUE Mosvodokanalwas established. The main challenges of the Centre were determined as follows: improving water and sewage network operation reliability, elimination of pipeline failures by testing the technical state and protecting from electrochemical corrosion. For this purpose the analysis of the underground pipeline integrity by inspection is carried out. Diagnostic measures beside TV inspection include testing the presence of ground current and soil corrosion, ultrasound diagnostics, testing insulation coating, ultrasonic thickness measuring etc. Upon the completion of diagnostics specific measures for each case are developed, and programs of network reconstruction and relaying are compiled. The quality of construction and reconstruction has a direct impact on the subsequent pipeline operation. Therefore instrumental monitoring of construction works is a necessary attribute in ensuring reliable operation of water and sewage networks. The advanced monitoring methods such as TV inspection of the inner surface; ultrasound and X-ray control; axial tension testing of the welded joints, control of the insulating coating provide for the improvement of the quality of the old pipeline rehabilitation and new pipeline construction.

Concept of the development and upgrade of the Samara water supply and wastewater disposal systems
Summary
The information on laying down the concept of the development and upgrade of the water supply and wastewater disposal systems of Samara urban district for 2018–2047 by Academy of Civil Engineering and Architecture in cooperation with the experts from «Samarskie Kommunal’nye Sistemy» LLC is presented. In the process of the concept development water supply and wastewater disposal balance flow-sheets by engineering districts were compiled alongside with the inventory of the major operating facilities of the water supply and wastewater systems, water mains and sewers that are subject to technical upgrade. The analysis of the capacity reserves of the water supply and wastewater disposal systems with the purpose of supplying water to the communities located near the boundaries of Samara urban district was carried out on the basis of the current dynamics of the total and net water supply for the past 7 years. Herewith newly-annexed perspective building sites, load distribution among the facilities, the efficiency of wash water reuse were taken into account. Measures on reducing energy consumption by the water and wastewater utilities and increasing the efficiency of the wastewater treatment facilities were developed. Possible full automation of the pumping station and water treatment plant of, the use of the Aeroport-2 settlement water treatment plant for tertiary treatment of water supplied from pumping-filtration station-2 (PFS-2); the use of filtration plants of the municipal pumping-filtration station and pumping-filtration station-3 (PFS-3) for tertiary treatment of water transported from PFS-1 and PFS-2, booster pumping stations of municipal pumping-filtration station and PFS-3 are considered.

On the development of Technical Regulations on the safety of water distribution and sewer networks of public water supply and wastewater disposal systems (for discussion)
Summary
The issues of reliability of pipelines of water and sewer networks of Russian cities and settlements are considered. Considerations (by way of discussion) on the need for the development and adoption of Technical Regulations on the safety of water and sewer networks of public water supply and wastewater disposal systems are presented. The Technical Regulations will establish the requirements to water and sewer networks that will be mandatory for use and compliance on the territory of the Russian Federation. It is noted that the water industry in Russia is currently lacking a uniform system developed on the basis of the practice of applying mandatory requirements to pipe products used in water and sewer networks and their mandatory certification. The scope of application of such Technical Regulations is proposed, i. e. networks of public systems of cold water supply and wastewater disposal (sewerage) at all stages of their life cycle, as well as materials and articles, pipes, fittings, manholes and related processes of design, construction, operation, maintenance, current repairs and overhaul works, conservation and abandonment of water supply and sewer networks.

Experience of Introduction of Innovation Technique for Prevention of a Water Hammer
Summary
The water hammer is a serious threat to pipeline systems and pumping equipment. This phenomenon constitutes a special hazard to the systems of water supply and sewerage of a big city. Emergencies and interruptions in the operation of water supply and sewerage networks may lead to grave consequences for the whole of municipal services. Examples of such situations making it possible to assess the scales of possible consequences are given. Basic reasons for generation of the water hammer are described; a brief excursus into the history of study of this phenomenon is presented. A considerable part of the article is devoted to measures aimed at prevention of the water hammer in the systems of water supply and sewerage of Moscow and to the use of energy efficient innovation technique.
