Science to the 80th anniversary of «MosvodokanalNIIproject» JSC
Summary
The information on the activities of the research division of «MosvodokanalNIIproject» Institute on the eve of its 80th anniversary is presented. The main direction is research in the field of improving the reliability and environmental safety of urban life support engineering systems. In recent years large-scale scientific and technical programs and draft master plans of the development of water management at the federal, regional and urban levels have been compiled. A methodology has been developed to select process flow schemes of natural water treatment for drinking purposes based on the principle of the best available technologies. Scientific support is provided for the operation and design of life support engineering systems for the city of Moscow. The Institute is applying innovative solutions in the following areas: natural and wastewater treatment technologies; automation of water treatment and waste processing; planning the upgrade and development of the water distribution and sewer networks of the city in order to reduce all types of water losses; selection of technologies and methods of trenchless pipe repair and laying without excavation; development of systems of solid waste disposal, processing and utilization of industrial and consumer waste; development of electronic models of water supply and wastewater disposal systems in cities and settlements of Russia; information technologies for monitoring the operation of water supply and wastewater disposal systems.

Changes in the quality of natural water from a public water supply source during transportation
Summary
The issues of the water quality transformation from a natural water supply source during transportation by long-distance water mains from the water intake to the water treatment facilities site and the reasons affecting the changes in the qualitative composition of water are considered. The results of the studies on the changes in the water quality of a natural water source characterized by low turbidity, medium color, seasonal growth of phytoplankton and the concentration of organic compounds are presented. It has been established that in certain periods of the year both the improvement and deterioration of the quality of water transported by water mains by several times occur in terms of the following indicators: permanganate value, total microbial count, phytoplankton count and biomass, resulting in several times increase in the pollution load on the treatment facilities and decrease in the efficiency of the water treatment process. Continuous monitoring and systematization of data on the changes in water quality will make it possible to timely adjust the modes and parameters of water treatment plants, thereby ensuring sustainable water treatment efficiency according to the regulatory requirements.

Surface runoff disposal – an important contribution to the protection of water bodies
Summary
Information on the research and design solutions developed by the experts of «MosvodokanalNIIproject» JSC in the field of surface runoff treatment from the territory of Moscow, the causes of water sources pollution with raw surface runoff in the 1970s. The basic characteristics of the complexes for the enhanced treatment of surface runoff, the developed projects of wastewater treatment facilities for industrial enterprises with a catchment area of 0.3; 1; 5; 10 and 15 ha. It is shown that the effectiveness of surface runoff treatment meets the requirements to water bodies of commercial fishing importance. At the same time, for dewatering of sludge generated in the retention basin of wastewater treatment facilities, a grit dewatering bay is included into the process flow scheme, and an oil separator is used to collect floating oil products. The novelty of the developed technology for neutralization of surface runoff and sludge treatment has been acknowledged by five patents of the Russian Federation, approved by Gosstroy of the Russian Federation, the Central Department of Fisheries Examination and Review and Protection and Renewal and Acclimatization Standards, the Moscow City and Moscow Region Sanitary Service, Moskompriroda and Mosgosekspertiza services. The contribution of the research workers of the laboratory for the treatment of natural, industrial-storm wastewater and sludge processing to the solution of problems of surface runoff treatment is demonstrated. The information about the history of development and promising areas of research activity of the laboratory, its plans in the organizational, methodological and educational work with young professionals is given.

Method of hydraulic calculation of the innovative designs of surface runoff disposal
Summary
The method of hydraulic calculation of open canals of the surface runoff drainage system ACO Qmax is presented. The canals are designed to collect and drain surface (rain, snowmelt and street flush water) runoff from urban areas of various functional purposes: parking lots, warehouse complexes, shopping centers, transport terminals, highways, service area facilities, industrial areas with heavy traffic, marine and river terminals, airfields, sports facilities, local park and other areas where the use of open drainage systems is allowed. The method was developed by the experts of MosvodokanalNIIproject JSC taking into account the legislative, regulatory and procedural documents of the Russian Federation governing the design of systems for the removal and treatment of surface runoff from the territory of settlements. The method is based on the results of experimental studies on determining the hydraulic characteristics of canals of the ACO Qmax drainage system that are a sort of open systems and are widely used in the EU countries for land improvements.

Architectural view – continued
Summary
The architecture department of the «MosvodokanalNIIproject» JSC, in addition to designing harmonious appearance and interiors of the facilities always solves the problem of providing for logical and clear space-planning structural arrangement of buildings, ensuring the optimal functioning of technological processes and engineering systems, comfortable working conditions for the staff. Based on this approach, for the last 5 years numerous projects have been developed and implemented that are considered in terms of specific features and requirements of architecture design. The most significant water and wastewater treatment projects are presented. Of these there is reconstruction of the Kuryanovo and South-Butovo wastewater treatment facilities in Moscow, construction of water treatment facilities at the Western water treatment plant. The issue of designing wastewater treatment facilities in the territory of New Moscow, in particular, in the village of Rogovo, is touched upon. The expanding segment of designing urban sanitation facilities is considered in detail. Of these are «EcoTechnoPark «Kaluga». Successful case studies of cooperating with third-party contractors, in particular, on the Moscow oil refinery, and the Khovrinskaia pumping station are presented.

Regulatory and legal framework in the field of water supply and sanitation
Summary
At present the approach to the process of developing a new regulatory framework and product quality control has been essentially changed. «MosvodokanalNIIproject» JSC already 80 years has been designing water supply and sanitation systems with the use of the RF regulatory and legal framework. Aside from designing the Institute has been well experienced in developing regulatory documents (sanitary norms and rules, codes of practice etc.). The analysis of the regulatory and legal framework conducted in the field of designing, constructing and operating water supply and sanitation systems shows that this matter has been settled at the federal level; however, at the regional level its in-depth analysis is needed. Every so often improvement and, in some cases, revision of the approved key documents is required. Avoiding shortfalls in the regulatory framework is possible only with the careful analysis of the technical and technological solutions involving a wide range of experts and with the correct amendments to the effective regulatory and legal acts.
