Some aspects of the regulatory support of arranging sanitary protection zones of drinking water sources
Summary
A brief analysis of the statutory and regulatory enactments setting the basic requirements to the arrangement of sanitary protection zones of water sources is presented. Despite the fact that the regulation of water relations is an element of the national policy some regulatory voids exist that account for the low legal status of water bodies used for public water supply. Because of the lack of an integrated regulatory framework of water resources management in the national business policy an efficient system of surface and underground water protection from different kinds of pollution has not been developed. Water factor in many cases produces not positive but negative impact on the human organism. A law making initiative has been formulated on the basis of the legal possibility of improving the status of sanitary protection zones of water sources by extending the list of nature conservation areas and including sanitary protection zones. Extending the list of projects that require continuous monitoring of their sanitary and environmental condition is suggested by including aquifer basins and catchments areas of surface water bodies. Within these areas business and other types of activities shall be limited to the level specified for the sanitary protection zones of water sources. By the example of the Leningrad Region an information chain has been formulated that shall be functioning in favor of the water resources protection that are used for public water supply. Targeting at the development of the draft of the directly effective Federal Law «On the protection of water sources» will provide for enlarging the power of the government authorities of the constituent entities, local authorities; improving essentially the social significance of water sources; redirecting the purpose of the regulatory legal act to ensuring more favorable impact of the water factor on the human health.

On new sanitary regulations on zones of sanitary protection of drinking water supply sources
Summary
The information on the enactment of the revised version of the sanitary regulations on zones of sanitary protection of the Moscow drinking water supply sources is presented. Notes to the redraft of the sanitary regulations together with the motivation of the changes from legal and hygienic angles are given. The order of developing the Project of sanitary protection zones, the procedure of reconciliation and approval in accordance with the planning regulation are set out.

The evaluation of exploitable potential and quality of the underground water used by «Zelenogradvodokanal» Operations Department
Summary
The results of studying the regimes of underground water levels and water abstraction from the service carbonaceous aquifers are presented. Beginning from 2003 the Kasimovskii and Podol’sko-Miachkovskii complexes have been exploited under pressure-gravity conditions; whereas the Aleksinsko-Protvinskii complex – under pressure conditions. Reappraisal of the exploitable underground water potential on the territory under consideration was carried out with mathematical model approach using software package. The analysis of the long-term studies showed that at present the water table is not changing along with the marked decline of the underground water level in the service aquifers. In the wells completed in different aquifer systems the change of the underground water level of the next to the surface aquifer system in the sections with jurassic aquitard clays in their geologic profile does not depend on carbonaceous system level behavior (therefore, on water abstraction). In case the next to the surface aquifer lies directly on a carbon aquifer system the exploitation of the latter can affect the underground water level. However, under the circumstances the natural depth of occurrence of the next to the surface aquifer system is usually more than 3–5 meters; therefore, any further level decrease does not have any negative consequences for vegetation. The analysis of artesian water quality for the period from 1981 to 2012 for 18 organoleptic and composite indices, and three microbiological parameters is presented. The comparative analysis of artesian water quality of three aquifers is given alongside with the composition consistency of aquifer systems. The concentration of the elements typical for aquifers is presented.

Aspects of cleaning and reclamation of oil-contaminated sands of the temporary accumulation site of the Voskresenskii village in Anapa, Krasnodar Krai
Summary
The results of studying soil contamination by petroleum and oil products are presented. The studies were conducted by simple three-stage washing with the addition of surfactants, as well as screening of oil-contaminated sand to separate large fractions. A preliminary technology for the treatment and reclamation of oil-contaminated sand from a temporary accumulation site in the Voskresenskii village, Anapa, Krasnodar Krai, has been developed.
