The use of software for upgrading the activities of the operations control center
Summary
A review of software products developed by a group of specialists from various services and departments of Vodokanal LLC, in Novokuznetsk is presented. For more than 10 years, the staff of the operations control center of the enterprise has been using this software in their work. The development and application of self-developed software provides for making the necessary adjustments throughout the entire period of its use to ensure maximum simplicity and friendliness for users. The procedure of using several software products is considered: the types of windows displayed on the user’s monitor are given; the step-by-step sequence of the operational manager’s work with the software is reflected; additional functions of the software are indicated that allow upgrading separate actions of the personnel of the operations control center. On the basis of the information presented self-development of similar software is possible provided the specific features of water and wastewater utilities are considered. Further research in this direction will allow reliable upgrading the activities of the personnel of the operations control center and other services, improving the interaction of various departments within the enterprise, as well as the consumer relations.

Instrumentation and control modules for the optimization of water chemical treatment process
Summary
The results of introducing instrumentation and control modules of «Coagulant–clarifier», automatic coagulant dosing and «Chlorine–monitoring» are presented. The modules were designed for measuring turbidity, coagulated suspension clarification rate, coagulant dosage, and free residual chlorine in 33 water samples taken from different points of the chemical treatment process at pumping-filtration plant No. 1 of Novosibirsk. The modules were incorporated into UNITOK-DISPETCHER integrated automated software control and management system. The use of flow receiving and distribution units and a set of flow-type sensors provides for fulfilling the task of automated control of the entire process flows. The stabilization of process parameters is achieved by automation of dosing coagulant process solutions in the mixing chambers of the first and second plant blocks. Ten-year experience of operating the modules showed that the reliability and operational efficiency of the instrumentation systems, objectiveness (laboratory independence), free choice of sampling number and rate improve the operational efficiency of decision making by the control service, process technology optimization, and ensure reliable high-quality drinking water supply.

Adaptive control method in water disinfection
Summary
Pathogenic microorganisms present in natural water sources can be partially removed in the process of physical and chemical treatment (coagulation, contact clarification, filtration with presedimentation or flotation and other methods). Their final inactivation can be provided by oxidation with chlorine, chlorine dioxide, sodium hypochlorite and chloramines, ozone, as well as by UV-irradiation. The problems arising during chemical water disinfection are considered. The actuality of the problems is related to the decrease in water consumption, in big cities in particular. Owing to this the time of water retention in the distribution network increases, and in the far points the concentration of disinfectants in water is unacceptably low. The complexity of determining the chemical dosages conditioned by continuous fluctuations in the water consumption and water quality is shown. The operation of a network with the use of EPANET 2.0 software was simulated. The disinfectant concentration changes in water along the network length for «short» and «long» sections were studied. The dosing patterns for a network with two disinfectant injection points were developed. The practicability of adaptive control of the disinfection process is shown and its algorithm has been developed. The introduction of the proposed control scheme will provide for not only economic benefit by reducing chemical consumption but also for improving the reliability of water disinfection, improving the quality of the disinfected water, developing the data base for optimization and predictions, improving the customer service level.

Methods of optimization of the zoned water supply system
Summary
The method of optimization of water supply systems with account of the expenditures for eliminating failures in the water distribution networks depending on the pipe material, diameter and network operating pressure is presented. Computational simulation of the hydraulic operational modes of the water supply system (with the use of the mathematical model) with determining the optimal operating pressure in the dictating point of the network was carried out. The developed method of the water supply system optimization provides for determining the operating expenditures at different pressure values in the distribution networks; determining the cost effective operational mode with account of the investment and operation and maintenance costs; optimizing the electric energy costs with account of the cost of eliminating failures in the water distribution networks that depend also on the design pressure value.

Optimization and technical and economic evaluation of the process flow schemes of wastewater treatment of a plant for chicken egg advanced processing
Summary
The results of searching for the optimal process scheme for wastewater treatment of an enterprise for advanced processing of chicken eggs are presented. The optimization was carried out in terms of the life cycle cost (LCC) for a period of 25 years operation for the newly built treatment facilities with a capacity of 600 m3/day. The considered options include mechanical, one- and two-stage aerobic biological treatment in a membrane bioreactor with nitri-denitrification, with primary chemical pressure flotation with different doses of coagulant and without flotation. Process design was made on the basis of experimentally determined technological and kinetic parameters. The economic feasibility of primary physical and chemical purification was proved, and what is more, the most cost-effective was the treatment with Aqua-Aurat™-14 coagulant trademark with a dose of 125 mg/l as Al2O3, corresponding to the highest efficiency of physical and chemical purification. Retrofitting chemical flotation into the process flow scheme provided for reducing LCC by 7.7%. It is shown that with the availability of physical and chemical treatment dividing biological treatment into two stages virtually produces no economic effect on LCC. Taking into account the lowest energy consumption and the size of the structures the most useful option turned out to be the one with primary physical and chemical treatment and single-stage aeration tanks. The cost of wastewater treatment in this case was 99.66 RUB/m3, or 18.62 RUB/kg BODtot. For all the considered options in the LCC structure, the capital costs had the highest value – 22.2–27.9%, the payroll fund – 17.3–19.2%, equipment replacement – 17.4–19%.

Optimization of water supply and distribution in the municipal water supply system
Summary
The integrity of the water distribution system of any city or community has been one of the main factors that provide for the reliability of the entire water supply system. When developing projects for the upgrade of water supply and distribution systems an actual state of movement of water flows in pipelines with steady losses should be obtained. Based on this data the water head in areas with low geodetic marks can be adjusted by installing network pressure regulators. Their use allows increasing the efficiency and integrity of the water supply system by reducing the failure rate in the areas of low and stabilized pressure as well as by reducing the static and dynamic load on the pipelines. The degree of reliability of the water supply and distribution system depends not only on the optimality of the decisions made at the design and construction stages but also on the set of measures for the operation of the facilities. Reduction of operating costs is achieved by optimizing operating modes and maintaining the technical and energy parameters of the structures that change with wear, aging, reducing the throughput capacity of the water supply and distribution system.

Experience in Introduction of Systems of Quality Management and Ecological Management at the PU Zelenogradvodokanal
Summary
The process of introduction of the quality management system and ecological management system at the PU Zelenogradvodokanal of the Moscow State Unitary Enterprise Mosvodokanal (MSUE) is described. The department of quality management system has been organized at the enterprise; training of all employees has been provided. Certificates giving the right to carry out internal audits of a quality system have been issued as a result of training. Simultaneously with introduction of the quality management system it was decided to organize the ecological management system at the enterprise. In the course of development of this system the great value for the enterprise had the approval of ecological policy involving the principles and obligations associated with ecological aspects of production activity and ensuring the basis for establishment of the concrete ecological goals and objectives.

Numerical Simulation for Substantiation of the Engineering Protection System in the City of Kazan
Summary
It is told about the process of creating a software package for numerical simulation of the drainage system in the city of Kazan. The calculations to determine the optimal mode of its operation are presented. The problem of optimizing the operating mode of pumping stations is formalized and presented as a problem of multicriterion optimization: reducing the potential damage as a result of underflooding at minimization of energy costs. The decision has been found with the help of an evolutional algorithm. On the basis of calculations carried out the recommendations for optimization of the pumping stations operation mode in the city of Kazan making it possible to reduce expenditures for operation of the engineering protection system for preservation of urban territories from underflooding have been given.
