Global and Regional Control of Water Quality
Summary
There is a review of provisions of international agreements in the field of control of water objects: potable water supply sources, the existing system of the state control of water quality on the interstate (global) and state (regional) levels. The necessity of establishment of a legal order of regulation of water relations at the inter-regional level is noted. Performance of global and regional monitoring of conditions of the sources of potable water supply should bear an inter-agency character and should be realized within the bounds of basin agreements. These agreements should be mutually beneficial for all participating parties and based on the international principles of cooperation.

General issues of compliance of drinking water quality in public water supply with the regulatory requirements
Summary
The issues of drinking water quality compliance with the requirements of the current sanitary legislation are extremely acute and require the most correct and uniform solution. Non-compliance of drinking water quality with the current regulatory requirements can have consequences of different levels; thus, it is important to understand what level of non-compliance allows considering the water as fine and safe in relation to the services provided by the public drinking water supply; and what level requires the development and coordination of action plans to bring the quality of drinking water into compliance with the established requirements. The general principles for estimating the compliance of drinking water in public water supply systems with the regulatory quality requirements are considered.

Experience and prospects of using the laboratory information system in testing laboratories of municipal water utilities
Summary
The task of confirming the high level of quality of the conducted research places analytical laboratories of water utilities before the need of being certified for compliance with the requirements of the state and international standards (updated GOST ISO/IEC 17025-2019, etc.), involving the introduction of an intralaboratory control (IC), a quality management system (QMS), passing the procedures of interlaboratory comparative tests (ICT). As a result, the workload on the laboratory personnel significantly increases, the efficiency of the work of engineers and laboratory assistants declines, the costs of the laboratory activities increase. The use of laboratory information systems (LIS, LIMS), i. e. software tools for the automation of business processes that provide for the comprehensive solution of the tasks of accredited laboratories is considered as a way to optimize the laboratory’s activities; and it is simple and transparent to increase the efficiency of their activities. An example of such information systems is LIS «Khimik-Analitik» that has been successfully cooperating with the laboratories of water utilities throughout Russia for more than 20 years. Today, LIS meets almost all the requirements to the accredited laboratories, i. e. entering the results of analysis (including directly from the equipment) and their metrological processing in accordance with the requirements of the regulatory documents, compiling report documents, accounting of inventory items with possible integration with accounting systems, maintaining QMS journals, drawing up route plans and job setup. The access to LIS documents and development of calibration characteristics is possible through web services. LIS is available in various configuration options, the minimum of which is LIS for IC software product.

The experience of Central analytical laboratory of «Tumen Vodokanal» LLC
Summary
Process control of water quality in Tumen is carried out in the Central analytical laboratory of «Tumen Vodokanal» LLC. The Central analytical laboratory is an integrated facility uniting several laboratories that could be conditionally divided into three groups: for chemical analysis of drinking and natural water; for chemical analysis of wastewater and effluents; for microbiological studies (bacteriological laboratories and enzyme-immunoassay test laboratory). The main task of the laboratories is monitoring the quality of water supplied to the customers, natural surface and underground water, as well as testing the quality of effluent of the municipal wastewater treatment facilities for meeting MPC of pollutants. The priority tasks and organizational experience of the Central analytical laboratory are presented, including the activities of the groups and facility-level laboratories. Quality control is executed at every stage of the treatment process. The facilities and types of analyses for chemical, microbiological parameters and viral pollution markers are presented. Much attention is paid to the technique of enzyme-immunoassay testing, its capabilities and advantages. In relation to viral and bacteriological water pollution the method of polymerase chain reaction is considered. The issue of equipping with advanced instruments and laboratory test facilities, continuous upgrade of material and technical base of the laboratory is touched upon. Special attention is paid to the improvement of professional skills of the lab personnel including participation in workshops and conferences. Participation of the lab specialists in the annual Russian interlaboratory tests and achieved results are described. Plans and the Central analytical laboratory development outlook for the coming years are presented.

The use of advanced technologies at the Head water treatment facilities of the Khabarovsk water supply system
Summary
A project of constructing the second stage of the Head water treatment facilities of the Khabarovsk water supply system was developed. The project was designed with an account of the specific composition of the water source pollution and with the use of advanced water treatment technologies. The water treatment complex will include the following facilities: settlers and filters, powdered activated carbon addition and ammoniation stages, an upgraded pumping station at the outlet of the treatment facilities with UV-disinfection stage, an advanced bacteriological laboratory.

A modern laboratory – the most accurate facility of water quality management
Summary
The accredited Central laboratory of Ekaterinburg «Vodokanal» MUE is carrying out industrial laboratory control of the water quality in the public water supply and wastewater disposal systems in accordance with the requirements of the regulatory documents. The main tasks of the laboratory control at the water and wastewater treatment facilities are as follows – analyses of the raw and treated water quality, quality control of the supplied chemicals, evaluation of the treatment facilities operation at different stages, optimization of the process flows and selection of high efficient chemicals. The objects of the control are drinking water, wastewater, water from the underground and surface water sources, chemicals, wastewater sludge, sludge from the treatment facilities. The objects of the control are analyzed for microbiological, parasitological, virological, general chemical, inorganic, organic, hydrobiological and radiological parameters. The upgrade of the instrumentation stock is described; the information on the advanced analytical instruments used in the Central laboratory is presented.
