Indicative and adaptive management of the water supply and wastewater disposal system development
Summary
The transition to market relations determined a new for Russia concept of public utilities management. This concept can be presented as two stages. The first stage is the elaboration of water supply and wastewater disposal development schemes; the second stage is the implementation of the scheme on the basis of investment programs of the public utilities complex. The investment programs provide for the financial support of the development and upgrade of water supply and wastewater disposal systems by means of the investment component in the tariff, connection charge for newly built capital construction projects and target financing of separate state and municipal programs, loans and credits. The important indicators of water supply and wastewater disposal systems are as follows: specific water consumption per capita per day; water leaks per one kilometer of the pipeline; power consumption per one cubic meter of supplied or consumed water; integrity, safety, seismic resistance etc. Indicator management is the development and implementation of measures directed for improving or reaching certain values of these indicators. On the basis of the indicative planning theory a method of elaborating development options, their estimation, selection of the preferred option under the conditions of the uncertainty of the specific water consumption, cost indicators and limitations on the investments into the construction and upgrade of water supply and wastewater disposal systems is proposed.

The experience of evaluating the efficiency of the actions of the investment program of a water supply and wastewater disposal enterprise
Summary
The communal infrastructure of the water supply and wastewater disposal in Russia needs renovation. The need in reconstruction and upgrade of the public water supply and wastewater disposal systems increases year by year. In this context any enterprise in compiling targeted lists of development program actions faces the problems of substantiating and evaluating the efficiency of the actions, prioritizing their implementation. The approaches determined in the branch regulatory legal acts do not provide for evaluating adequately the efficiency of construction, renovation and upgrade of the public water and wastewater facilities and substantiating the need in them. Taking into account the specificity of the enterprise and the experience gained SUE «Vodokanal of St. Petersburg» developed an additional tool for evaluating the efficiency and substantiating the actions; prepared and put in force the guidance documents. The suggested tool includes the evaluation of the economic efficiency of an action, its contribution to the achievement of the planned reliability, quality and energy efficiency as well as of the implementation risk. The tool has been approbated in the process of developing the investment program of SUE «Vodokanal of St. Petersburg».

Improvement and development of the water supply and wastewater disposal systems in Samara
Summary
Information is presented on the development by the specialists of «Samarskie Kommunal’nye Sistemy», LLC, of an investment program for the construction, reconstruction and upgrade of the municipal water supply and wastewater disposal systems in the Samara Urban District for 2019–2023 in accordance with the «Concept of Development and Reconstruction of the Water Supply and Wastewater Disposal Systems in the Samara Urban District for 2018–2047». For the period of the public-private partnership 2013–2019 «Samarskie Kommunal’nye Sistemy», LLC has implemented the program of constructing, reconstructing and upgrading the public water supply and wastewater disposal systems in the Samara Urban District worth a total of 2.15 billion rubles. During this time the equipment at the pumping filtration stations, boosting pumping stations, and at the municipal wastewater treatment facilities in Samara has been renewed; 65.4 km of the water distribution network and 34.5 km of the sewer network have been relayed. The implementation of the investment program will provide for improving the quality and reliability of the cold water supply, reducing technological damages and failures at the water supply and wastewater treatment facilities in the Samara Urban District, and ensuring the technical ability to connect new construction facilities.
